NOTICE OF INVITATION TO BID

 
The Boys & Girls Clubs of the Los Angeles Harbor is accepting bids for the development of a multipurpose recreational area at Daniels Field Park, 845 West 12th St., San Pedro, CA 90731.  Work will include:
 
Demolition/soil removal, dirt import and re-compaction, grading, installation of a concrete slab, masonry retainer walls, fencing, sub-surface utilities, lighting, and equipment, and design-build installation of a modular snack shack.  
 
B-licensed general contractors can bid on this federally funded project.  A 100% Performance & Payment Bond and a 10% Bid Bond are required.  Construction plans/specs are included in the bid package.  This is a federally-assisted project with Community Development Block Grant funds provided by the U. S. Department of Housing and Urban Development, administered by the City of Los Angeles through the Community Development Department, as well as State of California Proposition 40 Urban Parks Act funding. Davis-Bacon Act and State Prevailing Wage provisions are applicable to this project.  
 
The work to be performed under the contract for construction is also subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 as amended (12 U. S. C. 1701u Section 3, as implemented by HUD Title 24 CFR Part 135).  The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing.  
 
A pre-bid meeting will be held at the site location on March 28, 2013 @ 10:00 a.m.  Sealed bids must be submitted on forms provided in bid packages and are due no later than 4:00 pm on May 14, 2013.

Scope of work for this project includes, but is not limited to the following:

1. A concrete slab multipurpose recreational area with an ADA access ramp.
2. A concrete pad for two golf driving-range cages, a baseball batting cage, a picnic area, and a snack shack.
3. Security lighting.
4. Fencing.
5. Sustainable landscaping.
